The PC&E is a freelance prototype class 1 railroad with a division point located in the western mountains of Utah in the late 60s to early 70s. The PCE interchanges with the Duck Lake & Bear
Canyon Railway (DLBC) mining short line. The Valley Belt Line operates as an industrial switching line and handles most of the locals. The railroad operates by using Timetable/Train-order (TTTO) or Direct Train Control (DTC) depending on crew size. The layout is contained in its own building on ground level.
